Russia's full-scale invasion has exacerbated existing social and housing problems in rural hromadas near the frontline, causing new difficulties related to proximity to the frontline and occupation. These include housing and infrastructure destruction due to regular bombing, mine contamination of territories in hromadas that have experienced occupation, departing working populations and increased numbers of people in need of hromadas' support.
Consequently, there is an urgent need for emergency response. However, the resources of frontline hromadas remain limited, making it difficult to implement sustainable solutions.
What difficulties and needs do rural hromadas near the frontline face regarding social protection and housing? What challenges do local authorities encounter? How can the government and non-governmental organisations support these hromadas?
On Thursday, 17 July at 11:00 Kyiv time, Cedos will present a study on social protection and housing in rural hromadas near the frontline, conducted with the support of the international non-governmental organisation IMPACT.
The study examined the current state of social protection and housing in four frontline hromadas in the Kharkivska and Zaporizka Oblasts. It also includes suggestions from participants of the workshop, which was attended by representatives of 14 frontline hromadas in the Dnipropetrovska, Zaporizka, Mykolaivska, Sumska, Kharkivska and Khersonska Oblasts.
The research will be presented by Alina Helashvili, head of the Cedos research and analysis department, and Olha Satsuk, Cedos analyst, project manager.
After the presentation, we will discuss the study's results, consider the needs of frontline hromadas, the difficulties in collecting and accessing data in these hromadas, and their cooperation with international organizations.
