Integration is the process by which migrants become accepted into society, both as individuals and as groups. The requirements for being accepted in the society are determined by the host country, and the responsibility is distributed between everyone involved*: the government, the host community, the migrant, NGOs, etc.

Research by the World Bank shows that migration can rather quickly benefit the economies of host communities if migrants quickly find jobs, and their skills complement the skills of local residents. The positive immigration shock which happens if there is a rapid unexpected influx of migrants reduces unemployment and has a considerable positive effect on the local and state finances in the short term. In addition, studies have not found any evidence for the hypothesis that the local population is displaced from the labor market, or that migrants have a negative effect on the local budget.
To accelerate integration, policy makers analyze the factors that affect integration and barriers that prevent integration.
Evidence-based decision making – is using research and analysis to make decisions at all stages of policy implementation and in all spheres.
Three characteristics of the approach:
– innovation: search for instruments that provide better results;
– reduction of wasteful spending: frees up resources to effectively meet more needs;
– increased responsibility: measurable indicators of effectiveness make irresponsibility obvious.
