On November 23-24, 2023, within the framework of the Council of Europe project “Facilitating housing solutions for the war-affected people in Ukraine”, the Working Group on improving the basic principles of housing policy, jointly with the Ministry for Communities, Territories and Infrastructure Development of Ukraine, held a field meeting to develop amendments to housing legislation, in particular the draft Law “On the Fundamental Principles of Housing Policy”. Cedos experts Ivan Verbytskyi and Lorina Fedorova moderated and facilitated group work during the meeting.
The meeting of the Working Group was attended by people’s deputies of Ukraine, representatives of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry for Reintegration of Temporarily Occupied Territories of Ukraine, the State Fund for Support of Youth Housing Construction, the Council of Europe and other international and public organizations.
The participants worked in subgroups in the following areas:
- temporary housing.
- social lease with the right of redemption.
- social rent and the private sector.
- sources of filling the formation of the social housing fund.
- categories and veterans.
- the role of municipalities and state institutions.
- lease relationship.
- queues and accounting of housing stock.
The developments and proposals based on the results of the offsite meeting of the Working Group were processed by the Cedos think tank and submitted to the Ministry for Communities, Territories and Infrastructure Development of Ukraine for further develop the project of the Law of Ukraine “On the Fundamental Principles of the State Housing Policy of Ukraine”.
